Initial war probe finds Olmert gov't guilty

An initial probe into the handling of the Lebanon war has found the Olmert government guilty of failing to adequately care for the nation's rocket-battered northern residents.
The government should have declared a state of emergency during the war, opening the door for the evacuation of those towns most hard hit and financial compensation of residents and businesses, the report said.
It was compiled by a subcommittee of the Knesset's Foreign Affairs and Defense Committee.
