Arabs, both states and terrorist groups, are steaming over the Bush administration's vetoing of a blatantly one-sided Security Council resolution to condemn Israel.
The resolution would have helped support the insistent Arab contention that Israel deliberately targets civilians, including women and children, in its fight against terrorism.
Painting Israel as a war criminal against who international force could and should be used is an ongoing strategy of Israel's Arab foes.
The reality is that it is the Arab side to this conflict that perpetually and purposefully aims its weapons at civilians - witness Hamas and Fatah's 'suicide' bombers, and the Hizb'allah's Katyusha rockets.
Israel's policy is to do everything possible to limit harm to Arab civilians even though the majority of those civilians enthusiastically support terrorism and war against Israel.
