United Nations Secretary-General Ban Ki-Moon was upset last week at Israel's refusal to hand over a detailed report of all cluster bomb attacks carried out by the IDF during last summer's war against the Lebanese Hizb'allah.
Israel maintains that it only used the bomblets in accordance with international regulations annd does not feel bound to submit to the UN demand.
In a report to the Security Council, Ban complained that not only would Israel not go along with the UN on the cluster ammunition issue, but that the Israeli Airforce continues to invade Lebanese airspace, overflying its northen border with war planes and reconnaisance aircraft.
Israel insists it will continue watching the Lebanese from the sky as long as two kidnapped IDF soldiers have not been returned, and until arms smuggling from Syria and Iran to the Hizb'allah is stopped.
